Tell Trump: Stop Skirting Review of Keystone XL

With the new contested route in Nebraska, the Trump Administration should do a full environmental impact statement for Keystone XL. Instead, they’re trying to give TransCanada a pass by fast-tracking the process.

We have until June 25th to submit a public comment to the State Department and the Bureau of Land Management demanding they do their job and stop skirting environmental review.

This pipeline, like any fossil fuel project, threatens our water, our communities and our climate.

Dear Mike Pompeo:

Keystone XL would be game over for the climate. Building this pipeline would lock us in to dependency on the dirtiest fuel on the planet at the exact moment we need to be transitioning away from fossil fuels toward renewable energy.

I am writing to you to express my concern with the State Department’s plan to prepare an Environmental Assessment in coordination with the Bureau of Land Management at this time. Instead, NEPA requires the State Department to prepare a Supplemental Environmental Impact Statement (SEIS), and to vacate the existing permit to ensure that the project doesn’t move forward in the meantime.

In 2017, when the federal permit for the Keystone XL pipeline was issued, it was based on a stale environmental review from 2014 and violated our nation’s bedrock environmental laws. The State Department must set aside their approval of the project and prepare an SEIS to fully evaluate the alternate Nebraska route and to address the numerous deficiencies that are currently being litigated in federal court.

The Bureau of Land Management Right of Way permitting process does not sufficiently cover the analysis of the route through Nebraska, nor does it adequately allow for economic, climate, or upstream and downstream impacts of the project to be addressed. It is not the correct process to utilize and does not replace the need for a full SEIS to be done on the project.

If the BLM and State Department move ahead with this Environmental Assessment, in addition to analyzing the impacts of the new Nebraska route, there are numerous critical issues including: the impact of the project on the expansion of tar sands development, an analysis that includes examination of the no action alternative, cumulative climate impacts with other tar sands pipelines, changes in oil prices, crude-by-rail shipping realities, new pipeline oil spills since the project was approved (including on TransCanada’s own Keystone I pipeline), oil spill response and preparedness developments, improvements in greenhouse gas modeling, and harm to endangered species.
