Southern California’s air remains unsafe to breathe, and gas appliances are a significant source of pollution. The South Coast Air Quality Management District (SCAQMD) is voting on new rules that would require fossil fuel-fired furnaces and water heaters to be replaced with zero-emission alternatives at the end of their lifespans to cut harmful emissions and protect public health.

This transition is critical for cleaner air across Southern California and a healthier climate for us all. We can’t afford to wait.

Dear Chair Delgado and AQMD Board Members,

I support your agency's efforts to clean up harmful appliance pollution. The South Coast Air Quality Management District must make Rules 1111 and 1121 as strong as possible to clean up our region's smoggy skies and protect our health. We're disappointed that the agency is proposing changes that would result in fewer emissions reductions. If the proposal is kept strong, this would eliminate 10 tons of nitrogen oxides (NOx) per day and prevent an astounding 4,000 early deaths in Southern California. By contrast, the new proposal offers too many concessions to the gas industry. The Board must ensure any manufacturer targets are strong and reflect the need for clean air.

Despite what the gas industry claims, the prior proposal was already flexible and reasonable, providing exceptions for homes in higher altitudes, for schools with larger boilers, and for multifamily homes. Plus, electric space and water heaters aren't niche appliances -- they've become the new standard simply because they’re good products. Heat pumps are 3 to 5 times more efficient than gas furnaces and they make spaces more comfortable. These advantages are already winning people over: in 2024, heat pumps outsold gas furnaces for the third year in a row.

We need local leadership now more than ever to clean our air and reduce pollution. Strong rules that reflect the ambition necessary to reduce harmful pollution are vital to help Southern California move toward a healthier future.
